|Paul Phillips started working for EMSI as a monitoring technician in 1993. Back then, EMSI was a 5-person company with only a handful of clients. His first assignment was at Enterprise Products in Mont Belvieu. He was promoted within a year to site supervisor where he successfully ran the LDAR program till 1996. Paul spent the next three years managing large projects and taking on more responsibility at the ExxonMobil facility in Baytown.
When he realized that hard work gets recognized and his potential at EMSI was unlimited, Paul went back to school and received his Associate of Science in Business Administration and Management in 1999. He was then promoted to Operations Manager in 2000, but he didn’t want to stop there. Paul went back to school, again, to receive his Bachelor of Science in Finance in December of 2002. During this time he, with a team of LDAR professionals, developed and patented the first blue tooth TVA utilized in the LDAR industry for monitoring. After showing a high level of commitment to EMSI, he was promoted to Vice President of Operations and then to President in 2007.

Matt is responsible for the maintenance and expansion of EMSI's clientele experience. He has redefined what is means to build a client relationship and ensure a positive experience for both EMSI clients and on-site employees. He believes in an one-on-one approach so clients can reap the full benifits of their enhanced LDAR programs. Matt has set the standard for business development and client relations, and he continues to push the bar higher with each new innovation within his division.
Matt began working at Jones & Neuse as their Sales Manager and helped his division gain from $200K to $4M+ during his time with the company. He then continued his career at ARI Environmental (Division Manager) and moved his division forward during an extreme time of growth. Since joining EMSI, he has helped set up and maintain Consent Decree programs at over fifteen different facilities throughout the country including: ExxonMobil Beaumont Refinery, ExxonMobil Joliet Refinery, Shell Refining Deer Park, Marathon Oil Company (MRD), Sinclair Oil Tulsa Refinery, Marathon Oil Robinson (IRD), Valero Memphis Refining, Sinclair Oil Wyoming, Delek Refining Tyler, TX and Navajo Refining Artesia, NM, just to name a few.
Matt has successfully managed and grown major/minor LDAR programs, both chemical and refining, throughout the country for over 20 years without any NOV’s to date.

Brian is responsible for managing LDAR programs under consent decrees as attested by 3rd Party Audits and Post Consent Decree Audits conducted by EPA and Facility Corporate Groups. His most recent efforts have been on consulting for chemical plants on the new consent decrees known as ELPs (Enhanced LDAR Programs). He served on the consulting committee for the writing of Marathon Petroleum, ConocoPhillips, and ExxonMobil's Consent Decree. His main goal is to provide exceptional service as your compliance manager and will routinely visit your site to assure that the LDAR program is operating as designed.
Brian is a graduate of ITI of Louisiana, where he specialized in Instrumentation and Electronics. He got his entry into the environmental field in 1991, where he was hired to work on various analyzers: CEMs, PIDs and FIDs. He was cross-trained in 1993 and began managing one of the largest chemical plants in the United States. He did this for 3 years before he left Baton Rouge, LA and moved to Port Arthur, TX where he was promoted to manage "The Golden Triangle' which required him to be responsible for just short of one-million monitoring events a year. Brian successfully managed multiple programs across Southeast Texas successfully, representing his client in numerous audits by EPA, and TCEQ (then known as TAB). Since 1998 Mr. Whitley has successfully consulted for various clients across the region such as Marathon Petroleum Company, ExxonMobil, Countrymark, Sinclair Oil, and Aux Sable just to name a few.

Israel has faithfully served EMSI since 2012 and has become a major resource for the company. He now runs EMSI's financial and equipment sales divisions, which grossed average sales over $300K for 2012 through 2014. He is responsible for implementing Intaact, which creates quick, reliable billing and client account management. His negotiation and finalization on EMSI's contract for a joint venture in Shangai, China propelled EMSI from a domestic to international standing.
He graduated in June 2000 with honors from Portland University with a bachelor of science degree in Finance. His career began at Westside Vineyard Church in Portland as a Financial Manager. He served as the church's Financial Manager from 2001-2011. He never planned on leaving his beautiful, clean city and relocating to Houston, Texas but realized the potential in EMSI's expanding market, and the LDAR industry as a whole, and the move was happily made.

Shawnica is responsible for the day-to-day operations of EMSI's corporate office and the development of company-wide procedures. She manages department budgets, programs and HR policies. Shawnica came to work for EMSI in October of 2014 and has shown tremendous work ethic and knowledge in the area of environmental compliance. A major accomplishment has been the development of a learning course to improve the company's employee performance and safety, to provide a positive impact to key business goals for our clients and EMSI's growth as a whole.
Shawnica came to EMSI from Halliburton as their Health, Safety and Environmental Coordinator in the Global Compliance division. She is the founder of the "Women in STEM" (Science, Technology, Engineering and Mathmatics) Institute and is passonate about the development of young professionals. Shawnica holds a Masters in Science for Public Health from Tulane University and a B.S. in Biology-Chemestry from Loyola University. She enjoys fine dining/shopping on the weekends and spending time with her husband and daughter.

|Jeremy began his LDAR career at Emissions Monitoring Services, Inc. (EMSI) as a Monitoring Technician in 2003. Eastburn has extensive knowledge in implementing and running various LDAR programs throughout the country. From 2003 to 2015, Jeremy has a lifetime of moving up through the ranks of the LDAR industry from Monitoring Technician to become EMSI's Director of Operations in 2015.
